The four levels of Home Care Package
The current HCP system has four levels based on care need (set during your ACAT assessment):

From HCP to Support at Home (1 July 2025)
The Australian Government is transitioning HCP into the new Support at Home Program. Three things change:
- Eight new classifications replace the four levels — funding follows your specific needs more accurately.
- Service-list pricing — you’ll see exactly what each service costs against your budget.
- Care management fees are capped — providers can’t charge unlimited admin overhead.
If you currently have an HCP, you keep the package as you transition — nothing stops on 1 July.
What a home care package can pay for
- Personal care — showering, dressing, grooming, toileting
- Clinical care — registered nursing visits, wound care, medication, continence
- Allied health — physio, OT, podiatry, dietitian, speech
- Domestic assistance — cleaning, laundry, meal prep, shopping
- Transport — to appointments, social outings, shopping
- Social support — companionship, community participation
- Equipment & assistive technology — mobility aids, home safety
- Home modifications — handrails, ramps, bathroom adaptations
- Respite — to give your usual carer a break
What a package cannot pay for
- Your everyday living costs (rent, food, utilities)
- Care or services you can get through Medicare or PBS
- Items used by other household members
- Holidays
How to get a Home Care Package in Melbourne
Three steps:
- Call My Aged Care on 1800 200 422 to register
- Have an ACAT assessment — they decide your level (or Support at Home classification)
- Choose a registered provider like My Evervale and sign a Home Care Agreement
